My question involves a child custody case from the State of: Tennessee/Colorado

Custody arrangement was ordered in TN, but we all now reside in Colorado, without having changed custody jurisdiction. The primary custodian is the mother, but we just learned she's been hospitalized for attempt of suicide apparently related to drug use. From the hospital staff we just learned that the mother has physical markings from very frequent and very recent hard drug use. (Something she has concealed from us.)

To further complicate the situation, her mom is a non-US citizen and was supposed to travel back to her country of origin so that she can renew her work-visa this week.

What do we need to do to get an emergency order of custody here in Colorado, although the custody's jurisdiction originates in TN? Should we report the mother's drug use to local authorities and or immigration? Should we get our local department of health and human services involved? How do we make sure she doesn't take our child out of the country? Advice on how to proceed would be very welcomed.
