My question involves a traffic ticket from the state of: CT

I was pulled over last night coming home from work. The cop said I was going 80. I was going 65- I don't go over the speed limit anymore because I was just in a really bad car accident in August and now have a metal plate in my arm so I am really anxious when it comes to driving. After asking where I was coming from I told him my job at the shelter and showed him my id badge i was still wearing. after he returned back he said he respected what i do and gave me a ticket for what i think says "failure to obey sign" 14-298. The first ticket would have been $300 whereas this one is only $75.

I don't want to push my luck but if this is a moving violation I don't want my insurance to go up again when I wasn't even speeding!

I have tried looking this up online and even tried to call the DMV offices (where I just kept getting tossed to different lines and put on hold). I just want to know if this is a moving or a non-moving violation. The legal jargon in the actual statute makes it seem like it addresses the people who put up the signs (color, size, height, etc.).
