Default Adding Non-American Father's Name to Birth Certificate After 14 Years

My question involves paternity law for the State of: New York.

This father's name was not put on the birth certificate at birth, but after 14 years the parents have gotten back together and both want the father's name on the birth certificate. Father is a Mexican citizen, Mother an American. What are the steps to getting the name on the birth certificate?
