Default Class Dues as a Diploma Requirement

Not exactly sure what topic this fits best in but...

Any thoughts on a public school requiring 'class dues' (annual) as a requirement for receiving diploma upon graduation...

    Something to the effect of...

"Students who have not paid class dues will not receive diplomas"

This is at a public high school in Michigan.

    Default Class Dues

Within that context, what are "class dues"? Are you objecting on principle, or because of a lack of means to pay? (And if the latter, have you checked to see if they offer a waiver for those of limited means?)

On principle....specifically having payment of dues *required* for diploma. I've seen many public schools implement a 'class dues' fee (usually $50-$100/year) tied to Senior Yearbooks, Prom, Senior Trips, etc.

I'm even happy to pay a little (usually $30-$50/year) for 'supply assistance' when gradeschool teachers request it. But it seems wrong to *require* payment or a waiver in order to graduate or otherwise progress in a public school.

Perhaps my view is overly simplistic, but aren't public schools specifically designed to be free? (Aside from taxes).
