Default Contractor Quit, Won't Return Advance

I am representing a bank in another country to hire a contractor to help finishing a project based work. The project is simply 9 weeks, so there is no contract involved. However, the contractor quited the job in the middle of the 9 weeks. The payment has been debited to her account while she refused to refund to us. She ignored all the emails and calls. Unfortunately, there is no contract for the employment, however I personally think contract is entered through email/personal communication. The amount involved is not a lot around $600 for the refund but I want to know is there legal action at all that I can take.

    Default Contractor Quit Job

You can explore filing a lawsuit. Depending upon the laws of the jurisdiction where the suit would be filed, you may be able to represent the company in small claims court (or you may have to use a lawyer).

Thanks Aaron, so you reckon it is a case that she can potentially be charged.

    Default Suing a Contractor

I am not in a position to assess the merits of the case; I am just describing a mechanism by which you can attempt to recover the money.
