Ok I'm 13 and I want to live with my dad but my mom won't let me. But I know that I have the right to at age 11 to choose my parent to live with.

No, you do not. You are mistaken. You do not get to choose. A judge may listen to your preference, however that does not mean that you will get to live with who you want to.
Also, it has to be your dad that initiates the change of custody not you.
I've been dealing with WV courts you have no say. You can talk to the judge if your parents request it but there has to be a really good reason for a change not just because you want it.
