Unhappy Reporting Sex Abuse of a Minor Years Later

My question involves criminal law for the state of: louisianna/california

my fiance has an ex boyfriend who, before she dated him, sexually assaulted her. At the time she was 13 years old and he was 16. The reason she began dating him was because she was afraid if she didnt he would kill her. Then she went back home to California, and he came to visit and would still do stuff. eventually her parents found out and made her break up with him. he is now premeditating murder of a different ex girlfriend, and he is planning to fly to san diego this summer with his pilots lisense and he has stated his desire to have sex with her regardless of what she wants. I want to know what can be done to him. He lives in louissiana, and she lives in california. He is 18 at this time

Your fiancée can make a police report, and the police and prosecutor can worry about whether it's possible or appropriate to bring charges.
