DC housing laws do not address a landlord's ability to enter an apartment, or let repairmen in, without prior notification. If you want to establish what the ground rules are in your case, the HRA suggests you come to an agreement with your landlord before you move in.

In other words...there is no statute that forbids the landlord to enter at will. He does not need to notify you nor can you prohibit him from entering...unless agreed upon in writing prior to moving in.
what about the fact that we are getting increasingly concerned for our safety as this is NOT the first time he has blown up on us (we're talking screaming). that, along with the fact that he has our key and no qualms about entering as he pleases, really is concerning us. we have not broken the lease though. could we give 30 days notice and get our deposit back?
