Default Added Speeding Violation by Mail

My question involves a speeding ticket from the State of: Ca

I was pulled over for improper lane change, Actually he wrote crossing double yellow. Then I went home.... 2 days later I get a letter in the mail saying that the violation was corrected or changed to inproper lane change, since there was no double yellow. That part I understood.. But it said that a speeding violation was added 22349(a) . What the %^*%*%??
How can he add a speeding charge after the fact, if he didn't do the first time, how can he decide to do it after? He forgot?? is this valid? Won't he look pretty sloppy in court?

    Were you speeding?

    He forgot??

The answer is "yes", he can do that. However, he does so at the peril of his credibility. He has left the door wide open for you to attack him on this.

What section did he get you for on the improper lane change? What did he say your speed was? Did he say radar or laser was used?

You should immediately file a discovery request. I'm sure you can find lots of interesting stuff in this pinhead's notes.
