Default Roommate Left a Month Before Our Lease Ended

My question involves a roommate in the State of: VA
My roommate has paid the last months rent. But refused to pay utilities. Most of our bills are at a fixed price. She says she is not living there so she shouldn't have to pay. We do not have a written roommate agreement but agreed to split all bills in half. Am I wrong to ask her to pay? Is she legally responsible? What should I do, I cannot afford to pay all the utilities.

If she doesn't pay you, you are free to sue her in small claims court and contend that she agreed to pay half of the bills, period. She is free to respond that she agreed to split the bills only while she lived with you. Then the judge will decide.
