    Unhappy Failure to Maintain Lane

    My question involves a traffic ticket from the state of: Virginia

    Bad storm in the PM and I'm minding my own business doing 55 in the lane next to the HOV. A young guy passes me in the HOV and seeing all the Troopers squeezes into the lane in front of me and the car before me. Kinda irritated I flashed my highs and he steps on the brakes. He does this about three times. The right lane opened and I moved in and passed him.
    I pulled in front of him about 20 feet in front of him and rather than pull the same stunt he did I merely slowed down.
    He goes back into the HOV and comes rushing up to me, so not thinking I moved close to the line, not over my line, thinking he might back-off. He did but then as soon as that passes he tried again. This time I can see him coming and his hand is raised. Hard to see but maybe gesturing. I sorta freaked and hearing the stories of people pulling guns in Road Rage so I moved back near the line. he slammed on his breaks and I guess hit some water, over corrected and hit the concrete barrier.
    Of course I pulled over and radioed for help then called 911 and then talked to a State Police dispatcher.
    They took a report. In short, I told my story to the officer and complained about all the problems of the corridor. I have no ticket violations. He came back and gave me the summons. Said it was $30 dollars if I didn't want to appear I could call in with payment. Told me it was a no-fault violation and said he commended me for pulling over. Said no one had my plate and that many people in the area are doing this here.
    The guy was not hurt and by certain my intentions were not to cause him harm nor his vehicle. He received no ticket and walked away fine with no complaints. What should I do? Should I go and tell my story? should I just pay the fine and then wait for my insurance company to blow my premiums sky high?

    It was failure to maintain lane. I have taken photos of the corridor. I have noticed that there is approximately +6 feet between these two lanes: i.e., when one vehicle is traveling in the HOV and another vehicle is in the adjacent lane.
