Default I Visa for Journalists, Can They Attend School

    Hello,
A journalist entered the US on an I visa. The I-94 stamp says D/S
Can this person study English full time for one semester? The university says there is no legal definition and is going by some private website which says

"Yes, you may study on I visa. However, you cannot join a full length program like an F-1. You can take up a few credits at a University when they do not harm the primary interest of the visa."

What is a full length program? Is it a degree program? Is studying English for one semester full time considered full time? I would appreciate it if someone could direct me to an official source which gives answers to can an I visa person take classes in the US.
    thanks very much

A full length program is one that leads to a degree.

I would expect that by "a few credits", it is meant that attending university classes part time is acceptable, but more than that would not be.
