Unhappy Can My Landlord Estimate My Entire Deposit

My question involves a security deposit in the State of: California

My apartments and the property management company is telling me that it is legal for them to ESTIMATE my ENTIRE deposit. They gave me an estimate within the 21 day period with additional charges. It's been over a month now and as of two days ago they haven't even SCHEDULED for my aparment to be cleaned. (I didn't leave it messy at all. I left it as clean as when I moved in).

So is it legal for them to withhold my entire deposit and charge me more all based on an estimate?? I just don't see how a landlord can make a "good faith estimate" on my entire deposit. An estimate is NOT a statement.

    Please help :-(

    No.

He is required by California law to return your security deposit or a statement of ACTUAL charges within 21 days.

Rules for security deposits are here.
