Default Yield Sign at Stop Light

My question involves a traffic ticket from the state of: Georgia.
Some stop lights in GA also have Yield signs. Does that mean that one does not have to stop at a red signal before proceeding?

The yield sign controls. If you're turning right, you don't have to stop as long as you're yielding to all other traffic.
