My question involves criminal law for the state of: FL


A very good friend of mine was seventeen and in a relationship with a 25 year old male. She became pregnant, and had a baby girl.
No charges were pressed because the male was interested in being a good father and they had a strong relationship.

She is 18 now and the father and she have stopped seeing each other.
To make a long story short the man is severely mentally unbalanced and has proven time and time again that he is not fit to be a father (and that he is also a danger to my friend).

She is fully aware that she can file statutory rape charges against him and get her full custody and him thrown into prison (and away from her) but she is suffering from "Battered wife syndrome" and refuses to.

She is also aware that by filing for full custody that the state would press charges for her, and therefore has no intentions of doing that either, instead she is content to handle this (out of the courts).
Having grown up in a household with an abuser I know the possibilities, and how terrible they can be, and I need to know if an outside source can inform the state of her age at the time of the child's conception, or if the victim in question has to be the one to inform them?

This is very, very important, and I am more than willing to have my best friend potentially hate me in exchange for her safety and the safety of her child.

Can I, an outside source, get anything done?
If not, do I have any other options?
