My question involves criminal law for the state of: Pennsylvania

A family member was cited for public urination in Pennsylvania. Although he had not actually completed the act, he was preparing to, so the arresting officer gave him a citation but reduced the fine. He hadn't realized that by paying the fine that he had actually pleaded guilty and thus has a "criminal record" discoverable on a recent background check. We understand that this will stay on his record until he is 70 years old--is there anyway to get this off? He may loose a great employment opportunity over this.
