Default No Convictions or Arrest but Have Record

my brother is a permanent resident since 2002 and he was put into a mental hospital in 2006 for mental issues due to drugs. Although he has no convictions or arrests, he has a record at the mental health court. The FBI background check is clear of anything. What chance does he have in applying for a US citizenship or renewing his green card, which will expire in 2012. Which option should he take? Thanks

We can't answer based upon such scant information. He should consult an immigration lawyer about the details of his situation.
