16 Yr Old to Live with Friends in Another State

My question involves guardianship in the State of: Tennessee
My 16 yr old wants to move in with some lifelong friends who live in Tennessee-we live in Ohio. I have contacted many sources for information: schools in TN, lawyers, and legal aid. In order for our friends to sign papers for my daughter to finish high school there, they must have legal guardianship. My question is can I file the papers myself? What are they? Where do I file them? I am still assuming all financial responsibility-just wondering if that makes a difference. Thank you for any help!

Is she in her final year of shool? Pregnant? Im just trying to figure out why you would want to send her with friends as oppose to caring for her yourself? Just curious not trying to be mean.

No problem. Her father passed away 2 years ago. I don't want her to leave, but she feels strongly about it. To make her stay here would be the wrong move in my opinion. The specific reasons are complicated and long. In short, she is trying to be independent and make her own decisions and I am far too accommodating (due to our life circumstances and a poor upbringing). She would just be living with friends and finishing high school. She wants to care for herself but wants the diploma and not a GED.
