My question involves criminal law for the state of:

My friend was in an incident with several other people, in vandalism of vehicles. The police questioned them, and they admitted their guilt, but didn't sign anything, haven't been issued to go to court, and haven't heard anything but rumors. The incident occurred in April of this year. Isn't there a time frame that the victims can press charges, and if they don't, the charges get dropped? And also, do the courts send the victim's letters about what charges the people who vandalized their cars will get prosecuted with.
And my final question, is what would they be convicted of, if they have no priors, just turned 18, and have attempted to pay restitution?
