I've worked for a TX-based company for a number of years, moving up from an entry level position to management.
While in a base-level position in another office/state earlier in my career, an 'Administrator' position was created at each outlying office, and one of my office co-workers named to the position. Being qualified, I asked my immediate manager why it wasn't posted, to allow anyone to apply. I was told the position was a 'reorganization', necessitated to assure coverage at all locations, in case the Mgr became ill, so a quick decision was needed. No problem, I understood that. I wasn't happy about getting passed up, but his discretion and new position needed quick action...
Couple years later a Mgr position (same as my Mgr's position) opens in another state (and is posted), above both Admin and base-level office worker positions. Being qualified I was able to put in and got it, but had to relocate across country, from a large, cool metro area to a smaller, less-desirable part of the country.
I recently began looking to move back to the original state and/or office, given a chance, but hadn't told anyone.
Recently, I heard through the grapevine that my old manager is taking another position in a parallel organization within our company, replacing a retiring employee (whose job was also posted, I believe), and still serving the same office.
So, GREAT! I update my resume, waiting for that Mgr's slot to post, so I can apply for a potential lateral transfer back 'home', thinking that I would stand at least a decent chance of getting it, given a chance.
Long and short- Company announces my old Mgr's being transferred (lateral), and simultaneously announces the promotion of that same person from before (Admin) now being 'named' to the unposted Mgr position, describing both as a 'reorganization'.
Both positions are existing positions!
Company has a policy on certain actions, including reorganizations, not requiring posting, but this is pretty loose interpretation in my book. I'm sure there is otherwise a posting requirement. There has been no change to the organization, just some shuffles of existing employees to existing positions.
I'm a little cheezed to not have the opportunity to at least be considered- AGAIN, while the same person reaps the benefit of an unposted promotion. Had I stayed at the base-level position in the original state, I can't say that I might not have again been denied a chance to apply from within the office.
Other than 'getting over it' or 'being thankful', any recourse/advice? Keep in mind I'm only one of many who are potentially losing opportunity here... I just happened to get jammed twice.
