Question Getting Married and I Want to Change My Daughter's Last Name

My question involves name change laws in the State of: PA

My daughter has my maiden name...her biological father has not seen her since she was 2 (and that was only twice in her whole lifetime)..she's now 10years old. He does not pay child support (there is a court order) and Domestic Relations cannot find him. My question is, how can I get her last name changed to my fiance's after we get married sometime within the next month or two? I have been with my fiance since I was 5 months pregnant and he is all she knows as a father. Oh, and her biological father's name is on her birth certificate. Also, what will I have to do to get her birth certificate and SSN card changed to the new last name? Please let me know if you need any other information. Thanks in advance for your help!

Since your ex cannot be located, you'll have to file in court to request a name change. It's doubtful that a court would allow a name change right after getting married. It's considered to be a "back door adoption". But, get a consult with a local attorney just to nmake sure.
