How to Handle My Neighbors Legally

My question involves criminal law for the state of:The first week of August I got into a fight with my neighbors.He hit me with a baseball bat and I defended myself with a golf club.He is brought up on charges,and ever since then I been nothing but harassed.They called children and youth,Spca,department of health,and section 8.They shot out my window to my van with a be-be gun and spray painted my window.I called the police and they said I needed a witness.Their son keep threating to shoot me.I know legally I can do something but what.I can not afford to move.

I'm sorry the state I live in is Pennsylvaina.I tried to get a restraining order against them but the police station said it's only for relationships.I'm now losing my section 8 because of them.It will cancel on 12/31/08.I'm suffering alot stress and because of all the harassment.They are trying to force me to move and I don't even bother them because they can't move.They have their life now based around mine.By law what can I do about all this harassment I have everything documented and everytime I had called the police officer handling the case.
