The problem your son will have is that he wants to reside out of the county. Unless the county of residence has a program that the county of offense recognizes as equitable, they will generally not permit it.

I have seen cases in my county where the defendant has had to reside locally for a few months before being able to transfer to an out of county program. That could mean commuting to the local program (in this case, 100 miles). Treatment is preferred, but this will also be addressed in the probation report.
