Default Dispute Advertising, Breach of Full Disclosure

My question involves business law in the state of: MA

My business purchased unobstructed outdoor advertising. A month before the advertisement was made, an obstruction was erected blocking our billboard. The advertising company is always in full discussion with the state highway. We feel that they knew of this obstruction being built and neglected to mention it. Our purchase was made for unobstructed outdoor advertising, and we would like our bill to be voided or reduced. What is the best way to construct a dispute letter to this issue? Thanks

Draft your letter quoting or specifically referencing the exact contract language that's being violated.
