My question involves labor and employment law for the state of: Wyoming

My employer sent a memo on April 1, 2006 stating that all employees who work more than thirty hours per week are invited to participate in an agency wide incentive program.

Each employee will be observed for performance compliance during each quarter in dress code, documentation, safety, attendance...
$250 Each quarter just for doing your job.

However, December of 2007 was the last time any employee received this bonus, because the owner decided that (for now) the company did not have the money to continue it, even though she still advertised a bonus program in order to gain new employees in help wanted classified ads.

Are employees entitled to these bonuses if they abided by the criteria outlined in the memo? Or is the owner entitled to hold or disperse bonuses on a whim?
