Unless that verbal abuse constituted some other crime, verbal abuse in and of itself usually isn't considered a criminal act or even child abuse in most cases. When it comes to child abuse cases, agencies like police and CPS are interested in either physical abuse or physical neglect. Parents, unfortunately, really are allowed to be jerks to their kids, even to the point of saying horrible things to them. If the child is currently living under such "verbal abuse", CPS MIGHT step in to provide case management or parenting assistance if they received a report and could substantiate the report - but police and CPS aren't even going to flinch about reports of verbal abuse if the minor is now an adult.
If you know that you grew up with such issues, your efforts are better spent getting assistance for yourself to minimize impact of the messages you received - check with your school counselor for a referral to assistance in your community. Regardless of any repurcussions your mother would ever face, you'll still need to combat the negative influence of that environment.
