    Default Online Courses

My question involves business law in the state of: Illinois

I want to put web based courses online (for example data mining).
Once the user visit all needed pages and complete quiz I want to provide the ability to print confirmation, that such course or courses have been taken. I want it make as certificate of completion of course/s from given website.
My question is: issueing such paper (certificate) is legal? Are there any rules that I have to follow (except copyright) and/or any requirements for registration?
    Thanks.

What's the significance of the certificates? If it's just, "I completed data_admin's online course", with no claim that you're otherwise licensed, certified, accredited, etc., then what's the big deal? If you intend your certificates to be used to mislead people, or to be used as false credentials, that can be problematic.
