Emancipation for a Friend

My question involves emancipation laws for the State of: Florida. My friends mom left them with their grandparents about 6 years ago and comes around when she wants to play mom.. the dad has been in and out of jail the kids whole life and doesn't come around. The grandparents are not able to take care of them self. How can they be required to take care of a 15 and 9 year old. The 15 year old comes and goes when he pleases and the grandparents dont even know where he is. I usually get phone calls wanting to know if i seen him or if i know where he is. The grandparents dont even get to claim any of the kids for dependants...the so called mom claims and keeps all the money. for this school year i gave the both kids clothes and supplies for school, and when the mom found out she got pissed and when out and got the 9 year old a different back pack and told him to give the other one back to me. I know the 9 year old would have to go to foster care or something of that nature...but can the 15 year old get emancipation granted?

No.

For one thing, Florida will not emancipate a 15 year old under any circumstances.

For another, under Florida law, a minor cannot be emancipated unless the petition is filed by the parent or legal guardian.
