OP, have your friend go to www.flsenate.gov/STATUTES and read 787.03 it explains what kind of trouble she could get into by taking the children. It also gives info on what steps to take if she can prove that the children were in immediate danger.
It does boil down to she should NOT remove the children until after she has talked to an attorney. She should take any evidence/proof she has to the consult. The attorney will be able to tell her the best steps to take.
