    Default Is a Working Garden Water Spout a Right

    My question involves landlord-tenant law in the State of: California

    1. The previous management changed the outdoor/garden water faucet handle for one with a special key because some tenants (its a 4-plex) where filling up inflatable pools for their kids in the summer. The same tenants who abused this water are not asking for a key for the water faucet.

    Is it their right to have one? Right now, only the gardener has one

    Not usually, no.

    If the landlord - who pays the water bill - chooses only to give the gardener the key, it's his right as the property owner.

    Call your local Fire Department. Our landlord tried to lock us out of the garden hoses. He was cited by the fire dept. and made to take off the locks.
    Heaven forbid children having fun in the summer in kiddie pools!
