Default T-Mobile Refuses Giving Explanation for Denial of Service (It's Not Credit)

My question involves a consumer law issue in the State of: KS
I placed an order for service by calling T-Mobile Business.

The order initially goes through but a day later, it's canceled without explanation.

T-Mobile explicitly says that it is not credit related - but they can't say why due to the 'federal privacy act'.... When I pointed out that they can't deny service without explanation, they said they are not denying service, that I can go to a retail store and get service there.... at retail rates.

What would be the procedure to force them to state the reason for denial of business service to a brand new customer with good credit. They said that T-Mobile will not provide a reason verbally or in writing "for my protection."
