Default 30% Incline Downhill Speeding Ticket

My question involves a speeding ticket from the State of: California

I was traveling on a toll road and it has a 30% incline downhill. Moderate traffic all going at the same pace down the hill.
At the bottom is a slight bend and that's where the officer was sitting in his car.
He pulled out conducted the stop and issued a ticket for exceeding 65mph.
I asked why me when everyone was traveling at the same pace and he replied that I was the one he was pointing the radar at.
Does this fall under the speed trap category at all ?
It would actually be unsafe to be driving at 60 when all the surrounding traffic was 75-85mph around me.
Any advice is much appreciated on this as my driving record is finally completely spotless, my insurance is low and I was just unexpectedly laid off my work and paying the fine isn't really doable and I'd have to do community service to cover the fees.

No, because the vehicle mfgs. thought ahead and installed brake systems on cars which travel at 75-85 MPH.

Most speed related accidents I take are more of an issue of sudden, slowing traffic ahead. I have never taken one where someone driving 85 MPH rear ended someone driving 60 MPH.

You must control yeur vehicles speed while traveling downhill/grades. Northbound on I-5 at the Grapevine, semi-trucks are limited to some rediculious, low speed, I think it's 30ish-40ish MPH, well below the max of 65 for autos. If a truck loaded with up to 80,000Lbs of weight can control their speed downhill, then so can you.

If you are going to fight it, fight it with the max speed defense, not the downhill defense.

    Thanks Sniper !
I know the law is the law and I've been abiding by it for the past 3 years it's just on steep grades and pretty heavy traffic I don't like to be the guy getting honked at flashed and tailgated or cut off because I'm driving under the limit.
It scares me and the fact I have my kid in the car makes me nervous if they were to get upset and road rage on me causing me to slam the brakes or swerve and wreck.
