Well, it seems to me that they can't keep adding new charges in perpetuity. Presumably they have people who should have known about the charges, or services provided. Just because their staff isn't competent to total up the charges actually owed today, doesn't mean that they can keep discovering these mistakes forever and billing you for them.

Until the billing department says something about your request, there's not a of information to go on.

Unless you've paid for that service already, or if it never happened, you're probably liable for paying it excepting any provision of the law that makes it uncollectable by them because of some time-barring provision of law.

You might want to go pay this in person so that you can get in your hands something which shows your balance owed them is 0. Then if any new charges come up later, you have a stronger position to argue against having to pay it.
