    Default California Common Interest Development Property Purchase Legality

    My question involves real estate located in the State of: CA. My homeowners association took title to property adjacent to our development without a vote of the homeowners. Now the city threatens fines if we don't clear brush on the property, to protect a neighboring association. Can we hold the association officers responsible to pay for this personally?

    Do the bylaws require a vote of the homeowners? This occurred how long ago? What steps did the homeowners take against the board, assuming a vote was required, for acting without proper authorization?
