In Nov, 2004 I had the water secured at a property that my mother owns. The house was closed up and I would drive by every now and then to see if someone broke into the house or anything. Mine you I never went in just drove by. In Nov, 2005 my mom receives a bill for $4000+ dollars. We go over and a pipe had burst in the basement and there was water mold everywhere. The water has been running for quite some time and running down the drain..Upon investigation the water man said that the curb side valve was not fully turned off. It was obvious that someone was in the house because they had a dog tied up on the steps. The water meter in the basement was turned on, that is why the water was running in the basement. Since the water was not secured at the street properly who is going to be responsible for this bill. That was the reason for turning the water off at the street in the first place. So if someone broke into the house they wouldn't be able to turn the water on.
