I have a friend that lives in CA with me. Her father has the green card (permanent resident), and I know that permanent resident can petition for their children. Last time that I checked processing times, it is about 8 mths for I-130 (permanent resident petitioning for spouse and children under 21) and 5 years for the I-130 (permanent resident petitioning for children 21 and over). My friend will turn 21 at the end of this month, and I was wondering if they send the papers before her birthday and get a receipt notice, will the USCIS review the documents as if she was under 21 or over 21?
