Angry Parking Ticket in State Park, Required Signage

My question involves a traffic citation from the state of: California

Hello all! First off thanks for any help I get.

Ok I got A parking ticket from the Mountains Recreation and Conservation Authority, which is a state org I guess.

    http://www.mrca.ca.gov/contact.html

I was parked in a Fee Area, where I was supposed to deposit 3 bucks in a box called an "iron ranger" and display a stub from the envelop on my dash. Problem is I didnt see the sign, nor the white line painted across the street at the bottom of the hill next to that "iron ranger".

    Google Map sat pic

Thing is, there are no signs other than the line at the bottom (you can see in sat. pic) of that hill and a BROWN sign explaining in very small print what I needed to do. I parked at the top near the loop and was very careful to look for signs up there, as I missed the one sign they posted (I was caravaning in, we all got tickets) . Seeing no signs at the top of the hill, I assumed that it was ok to park.

It seems like A single brown sign isnt enough of a warning, and there should be signs every so many feet in the off limit areas. I have requested an administrative review, which I will state my case in writing but I am guessing they will not dismiss it(because wouldnt that invalidate all the tickets they give there?). Is there a ca state law that requires proper signage so that even first time visitors can visit without the 65 dollar learn your lesson about state parks tax? They site that if I dont pay they can cause the dmv to not reregister my car under CVC 22651. Where can I look at this law to see if it requires signage.

I have gotten so many city parking tickets that I relentlessly search the areas I park in to be sure its ok, I never realized that the sign can be 200 yards down the road around a curve. Its so frustrating I wa sso careful and boom the government is there again harvesting poorly-spent-money replacement money from random citizens.

    Thanks again for reading this.

Default Re: Parking Ticket in State Park, Required Signage?

You might check at the entrance area to see if any indication was given that a fee could or would be required to park once inside the park. Their own park regulations note:

    (j) “Post” or “posted” is a sign displayed in a conspicuous place at the primary entrance to the park giving notice, in summary form, of the rules, regulations, and special conditions applicable to use of the parkland. Signs giving notice of special conditions of use may be erected where necessary. A full copy of this ordinance shall be available for inspection by members of the public at each office, ranger station, nature center, or visitor’s center maintained by the Authority.

If notice was given "up front" that parking fees were possible, that might hurt your case. If not, then the signs for the area you parked would have to be considered under "special conditions...erected where necessary"...which would give you much more room to argue that the placement of the signage is inadequate to give notice (i.e. can't be seen from all parking areas governed by the sign).
