My question involves criminal law for the state of: CALIFORNIA

I am currently on formal probation for Insurance Fraud. I have been on it for 1yr and was told that if my fines were paid off by the end of 18 mths that they would drop my conviction from a felony to a misdemeanor.

Now the problem I have is I am wanting and needing to move out of state. I want to move to Illinois for work and to put my life back together. But Illinois so far say they won't take my case because I have no immediate family there. Anyone ever heard of this? Is there any other way around this formality to try and put my life back on track. We are expecting a baby in May and want to get moved prior to Winter. We also can't afford California, Both of us lost our jobs here, and we are close to losing our house. Is any of this taken into account by probation depts.
