You mean they caught him with drugs?
Yes, he was caught with 1/2 gram of "glass". This is his first offense.
Since the officer never had him sign a ticket or give him a copy of a ticket he just seized the drugs and let him go. But he was told that he had gotten a ticket.
What state was this in?
It is likely that he did not get a "ticket" but that he will be getting a summons at a later time, or, will have a warrant later issued for him because of the possession.

This happened in Wa. state. So there doesn't need to be a ticket signed? So he could possibly have a warrant for his arrest?
If he wasn't issued a ticket, then it is not a ticket issue. And even in WA they don't issue citations for felonies.
My guess is that they are going to long form the case (i.e. write it up and send it to the DA). A summons or warrant may be issuing from that later on.

So what would your recomendation be if any. How is this going to effect him. Do you know the minimum jail time for an offense like this?
I have no idea. It depends on what the substance is, what priors he has, and what (if anything) he is ultimately charged with.
