My question involves criminal law for the state of: Kansas

I married my soulmate on 7/25/08 he gets off probation 3/31/09 and I just extended mine for 5 years to keep paying restitution that is the only reason. I was just mailing in my report and not having to see my officer. He got put in a halfwy house for being unemployed, not paying, and not going to anger managerment, alcohol evaluation and mental health.
I applied to visit him and his officer agreed on the condition my officer would allow it. She called me that day and said get it annuled or i will revoke you and put you in prison. I ahve been paying on this since 2004 and sill owe 9,310.00. I work full time and haven't broken any more laws.
I filed for the annulment but my heart is broken. I want to be with him but according to the public defenders that represented both our cases both judges are jerks and would probabally put me in for 5 months which is my sentence and put him in for the remaineer of his which is 70 days.
I can't lose my daughter over this relationship so I am getting annulment but can they do this? Can they tell you who to marry? Can they tell you to shut off your cable and phone so you have more money to pay them?
Just checking. Once he is off paper in March could we see each other? I would be still be paying restitution but we would not remarry until i am done. That is 7 years down the road at my current rate of payment.
