My question involves criminal law for the state of: Nebraska

I have a friend who is a very good shoplifter. He has been shoplifting alcohol from retail stores and selling it to minors. I have heard the police know who he is and have questioned one of his "customers". I advised him to stop and get rid of all his stuff. My question is, what is the possibility the police has camera footage of him, since it took them so long to actually take action, even if it is just questioning one person?

Lots of people know about him, including parents and the place he worked for (a retail store, which he used to steal from). He stole lots of alcohol, enough to get noticed and one of the retail stores even stopped carrying specific items on shelf. The stores recognize him but don't stop him. They haven't issued any complaints to him or banned him.

He hasn't been charged with anything, since I think just one police officer asked. I'm sure they know.

Is there a chance they could just be gathering info to convict him? Could he already be screwed?
