Unhappy Husband Stuck in Colombia on Expired Conditional Green Card

While in transit to visit my husband's family in colombia, he realized his conditional greencard had expired. We returned to the US, but he is stuck in Colombia with an expired conditional greencard. We have been married for three years and have 1 child and live in Texas. How can we get him back into the US and get his permanent greencard? He has already had 2 appointments with the US embassy and they say they can't help him from there.

What's the issue? That his time in Colombia is deemed abandonment of his permanent residency? This is the sort of thing I would normally expect to cause possible delay at the port of entry, but not a barrier to reentry.
