IM 20 about and this is not too long ago and id even agree to send my first few pay chex towards the courts and nashville if need be to get a uniform.
That's up to you and the courts how long it takes for you to get your problems cleared up. But, I'd have to say that your problems are a tad too recent for any law enforcement agency I know of to take a chance. But, I know of some people with pretty fuzzy backgrounds who got hired as Border Patrol Agents ... so, maybe.

Background Security Investigation: Prior to appointment, tentative selectees must undergo and satisfactorily complete a background investigation, which includes but is not limited to a Federal Bureau of Investigation (FBI) name and fingerprint check and a 10-year background investigation. As part of the investigation you will be asked to complete and submit a security questionnaire (SF-86). The questionnaire will ask you questions regarding education, residences, past and current employers, police records, financial situation, drug and alcohol use, etc. The background investigation will consist of, among other things, a personal interview, a check for past arrest record, a credit check, and interviews of employers and personal references. A history of problems in any of these areas may result in your disqualification for this position. Keep in mind that because we have a law enforcement mission, we set a very high standard for our employees.
the jail time was like 6 months ago and while i have made several unwise descions in the past few weex i was shown enough mercy by the other party to not have certain acts even make its way on the radar so im clean.

You need to put a few years and some college education between these problems and your application.
im human but legally im clean.
You DO realize that they will look at more than just your criminal history, right? They will check local law enforcement contacts ... contact family members, friends, neighbors, local courts, teachers, and they may even ask each of those people to tell them about someone else who knows you - someone who might dime off your dirt.
and i may have a valid out of state drivers license to show to the police.
How do you get a "valid" out of state license? Unless you apply for a license fraudulently, you can only get a license in the state you live in ... with some very few exceptions (and you don't fall into one).
are there any fast academies i could attend also?
Not for a federal Border Patrol position.

This is not the same thing. If you were to put yourself through a local police academy, that might make you eligible for a local position (if you passed their background) but it does not make you eligible for a position with the feds or any other state. For instance, even if *I* - with all my 18 years of experience - were to apply for the feds, I would have to attend their academy. Although, I am over 40 years old so I am ineligible to apply for most federal law enforcement positions. (Yeah, the states cannot discriminate on age, but the feds can ... go figure.)
i saw on an episode of king of the hill where dale became a professional bounty hunter by taking a 3 hour class so ill be honest and say thats why i asked about a "fast academy"
Okay ... being a "bounty hunter" is not that tough. Most states have no regulations for those folks.
Now, either you're putting us on, or you really have NO IDEA what the job entails. I suggest you do a little bit of growing up ... er, excuse me, make that a LOT of growing up, and go to college for a few years. Hold down a steady job, do well at that job, take some college classes to improve your communication skills, and THEN think about a career in law enforcement. If you try now, you are almost guaranteed to go down in flames.
You are still a kid ... kids have a bad time in law enforcement. Grow up, get some experience, and get an education. And if you really want to get an edge into the Border Patrol, do a stint in the military - that will get you preference points.
