    Default Minor Name Change Georgia

    My question involves name change laws in the State of: Georgia

    In changing a minor's child's last name if the other parent's address/location is unknown how is one supposed to present wirtten consent to the court?
    The OCGA state that in the case of unknown address/location service can be made through publication in the local newspaper for one day a week for 4 weeks, but the Code stops short of saying what to do regarding the written consent. It appears as though you HAVE to have written consent, yet it does not address what happens in the case of missing parent.

    Does anyone have any experience in this situation? or can provide any guidance?

    If you have written consent from the other parent, in the case of changing the name of a minor, do you still have to serve them? For example, you have their written consent but you don't have an address or physical location for them to serve them. Does anyone know what Georgia law says about this?

    How did you get their written consent if you have no way of locating or reaching the other parent?

    This is a post-divorce scenario, or one where the parents were never married? Paternity has been established?

    we were never married.
    He has no address just stays wherever.
    He wants nothing to do with the child and asked me to not have his last name be that of the child. He actually wants off the birth certificate and all but I am not doing that. I am not allowing him to give up any of his rights to the child because he is still hurt and trying to be spiteful do to the end of the relationship.
    I am fine with the child having my last name because that is what the medical records, life-insurance, medical insurance, trust fund, etc has on it.
