Default Is This a Good Notice?

My question involves a roommate in the State of: Florida

    To X:

On July 8, 2008, you, X, spoke with roommates, Y & Z to announce your refusal to pay rent and desire to move out.
Therefore, this notice is to inform you that by law, you will still be responsible for rent due for July for $450 and the cable/internet bill, an estimated $100 per our agreement. Failure to pay within 30 days will result in a breach of contract and you will no longer have claim to tenancy.
You are still responsible for subsequent rent payments of $450 per month and the cable/internet bill as agreed until the lease has expired, the condo has been re-rented, or another roommate moves in. You will continue to receive written notice of this obligation until you satisfy payment.
You, X, refuse to cooperate and leave us no choice but to pursue legal action to reimburse the expenses incurred for you leaving with unpaid rent & utilities.
You, Robert Gordon, will have an opportunity to mediate this situation within the next 30 days following the postmark date of this letter.

No, it's not. You can't unilaterally change the terms of a tenancy, and the only way to end a tenancy is by having a court issue an order of eviction.

Is your roommate somebody who is on the lease with your common landlord? If so, only your landlord can evict him.

How can send a letter to him then informing him he owes rent and will still be responsible for subsequent payments? He has left all his things here and refuses to answer phone calls...

You can send him a letter reminding him that his obligations continue until he is released from the lease. But his obligations aren't changed by the letter.

Sorry to seem to ignorant...I have changed to letter to the following:

On July 8, 2008, you, X, spoke with roommates, Y & Z to announce your refusal to pay rent and desire to move out.
Therefore, this notice is to inform you that by law, you will still be responsible for rent due for July for $450 and the cable/internet bill per our agreement.
