Unhappy Grand Larceny 3rd Degree No Priors

My question involves criminal law for the state of: New York
My brother has been arrested for Grand Larceny 3rd Degree. This is his first offense, no priors. He was asked to sign a paper at work by HR and they said the cops wouldn't be called, he signed, they called. Is that legal? Can I trust that legal representation will do him justice? What can I expect as far as bail? He's basically a good kid, church goer, no drugs.

Do you know what he signed? If he signed a confession he may be in big trouble
