I live in a condo property that has limited non-smoking rules in California. The rules state that you can smoke inside your unit but not in shared/public areas including balconies. I live on the top floor and a smoker lives 2 floors below me and for some reason, the smoke goes directly in my unit. I'm not very sensitive to smoke but this is really, really bad. The unit right by me also complains of the same problem and she is in remission from cancer so smoke can be extremely detrimental to her health. What can I do as a tenant to resolve this. I can't obviously tell someone to quit smoking and moving will be a financial ruin for me at this point. Please help...........
