Default Can A Juvenile Court Override an Order from Out of State?

My question involves a child custody case from the State of: 2 kids in WI and 1 in CA.

Ok so the issue is that my Step-son lives in Ca with us and he got in trouble and is on Probation. Through this whole ordeal PO has found that my SS behavior issues were related to his Birth mother triggering him. So PO set limits on BM. WEll BM is mad and now refuse to talk to SS plus is not allowing my Husband to talk to the other 2 kids that live with BM. Also BM is getting her kids friends to call and talk to SS about things that PO told BM that these issues are not allowed to be discussed with SS. Plus she is telling the kids that still live with her that my husband is not allowing SS to talk to them.
My question is that can JV court make an order on the other 2 kids that live with her? Like visitation or custody?

The California juvenile court has jurisdiction over the step-son, due to his crime. You don't indicate that they have any jurisdiction over the other children, or any grounds to take jurisdiction - the other kids aren't even in the same state. So if your husband wants to modify the custody order pertaining to the other two children, he needs to seek modification of the custody order.
