Default Car accident on Route 9 in Framingham

I was in a fender-bender on June 4, 2005 on RT 9 in Framingham. I made a line of rust/black paint on the back bumper of the car in front of me. He called the cops even tho he didnt have to. Then he contacted his insurance company and told them about the accident. The damage to his car was $500. There was no damage to my car. Did he have to tell his insurance company and call the cops? I dont think he should have b/c the law is any damage to a car over $1000, you dont have to call the cops or contact your insurance company.

Just because there is no requirement to report the accident doesn't mean there is also a prohibition. He/she may have done this as a CYA measure.
