I'm fairly certain that unless something on your land is posing a danger to the township (such as a downed power line), he's got no business there. Certainly, he does not have the authority to root through your personal belongings!
Since you don't say what Township you live in, and I've not been able to find anything about inspection rights in Townships in general, I suggest you contact the Pennsylvania State Association of Township Supervisors and ask what rights your TS has to wander about your property.
